RH Foy was a licensed surveyor in Esperance in 1896.
He received instructions from the Dempster brothers to subdivide 300 acres (121.4 ha) ¼ acre (0.1 ha) blocks on Location 4. On the west boundary of Dempster Town, between the Police station and the Dempster’s Homestead (location 1)
